There are mail scanning services. It's ~$2/letter. But they don't have API access or E-mail inbox access/forwarding of the images. Tricky to automate without programmatic access.
@ryb they provide apps for accessing, and you get an email telling you to go look at them... They probably want to keep you in their apps. I did find one option but it was $360/mo minimum.
